Johnny Araya with the National Liberation (PLN), Otto Guevara of the Libertarian Movement, and Luis Guillermo Solís of the Citizen Action (PAC), are confident that it is possible to eliminate extreme poverty in three years. Extreme poverty is defined as those who lack to resources to meet their basic nutrition needs. According to the National Institute of Statistics and Census (INEC), there are 85,000 families or 339,000 people living in extreme poverty in Costa Rica.
At present the Fund Development and Family Allowances (FODESAF) receives about ¢500 billion ($1 billion) annually to tackle poverty each year. This money managed by the Joint Social Welfare Institute (IMAS), which has been the source of problems in the current administration.
