The president of the Costa Rican Association of Career Diplomats (ACDC), Norman Lizano, would be the next Costa Rican ambassador to the Netherlands.
Lizano has become Campbell’s ally in the last months, to the point of turning his back on his association. Although the Association of Diplomats has been very consistent with the respect of the Statute of the Foreign Service, in recent months Lizano has been quiet about Campbell’s questioned decisions.
Lizano has avoided referring to the violation of Article 9 of said Statute, which says that management positions in the Foreign Ministry must be filled by officials with the rank of ambassador.
The proximity of Lizano to Campbell made her appoint him as coordinator of Multilateral Affairs of the Chancellery at the beginning of this administration. In addition, he admitted that he was waiting for an appointment to leave in the coming months to an international destination in some foreign service position.
Lizano’s blind eye caused the resignation of the former vice president of that association, Andrea Arroyo.
