Legislators ask the President not to sign technical norm on abortion

December 1, 2019 by Staff News Writer

Several legislators believe that if the draft for the technical standard on therapeutic abortion in the country is signed, President Carlos Alvarado would be interfering with the powers of the Legislative Assembly. This was stated during the massive demonstration “provida” held this Sunday in Second Avenue, San José.

The first to point out this was the independent legislator Érick Rodríguez:

Only the Legislative Assembly can modify or regulate laws… It seems to us that President Carlos Alvarado would be exercising functions that fall under the parliament and from that point of view if he (Carlos Alvarado) signs (the technical norm) the majority of legislators of this parliament will take all legal actions for that rule to be declared illegal and unconstitutional,”

said Rodriguez.

Nidia Céspedes, from the New Republic Bloc, was present in the center of the capital and insists that her struggle will be until she sees the draft “buried” and fight for the unborn. The legislator has been protesting for 63 days. She has remained standing for approximately two months.

The President said this week that the technical norm would not go beyond what is stipulated in article 121 of the Criminal Code on abortion. He even said that when the mother’s life is not at risk, no type of abortion will be allowed or legal in Costa Rica.
