On Monday, the Consumers Association of Costa Rica presented an appeal against the “Fair Use Policy” of Mobile Internet, which was approved by the Superintendence of Telecommunications (SUTEL) and implemented by ICE, Claro and Movistar.
Consumers in Costa Rica insist that Internet access is a human right being violated with the application of Fair Use Policies.
In addition, the association indicates that the resolution on which SUTEL was based to implement the Fair Use Policy states that it must be temporary and that it is an “exceptional measure”, but SUTEL does not indicate when it should be applied or for how long.
The policy, according to the association, moves users to the responsibility of managing data consumption without the existence of educational processes that allow people to make efficient use of the data package of their contracts.
