In one of his last days as vice magistrate of the Supreme Court, Jose Manuel Arroyo presented a diagnosis on the state of the Judicial Investigation Organization (OIJ).
A deeper study was asked because some cases showed internal disputes, including the death of an agent in training or the videotaped, unauthorized monitoring to deputy director Gerald Campos.
According to Arroyo, they found a “strong and stable” institution, with some problems that can be solved in a medium term.
It is not an institution in crisis. It is not an institution to intervene. It is a situation that must overcome some problems (…) I understand that commitment to the current authorities who run the OIJ is the only guarantee to prove that this Court will do the right thing in this delicate issue,
stated the official.
To build the diagnosis, the commission worked 110 hours and counted on the participation of 25 security experts. Among them, prosecutor of the Public Ministry Francisco Fonseca Ramos.
Zarela Villanueva, president of the Supreme Court of Justice, confirmed that the document will be delivered to judges and will be known at a forthcoming session of the Full Court.
