Chancellor Epsy Campbell explained that the government has not yet declared a migration crisis due to the increase in refugee applications by Nicaraguan nationals who are fleeing from the serious economic, political, and social situation facing that country since April this year.
The hierarch gave explanations in the Human Rights Commission that this declaration can’t be because there is no increase in social indexes, mainly in health and education services.
The emergency has to be the result of extra services and it cannot be declared if the CCSS does not have an additional demand of 10%, or there are no more students in the MEP, this is not an issue of requests, remember that this country was able to channel migratory flows two years ago that were extraordinary and we managed to provide all the necessary attention because the institutions were organized,”
said Campbell.
Legislator Ivonne Acuña, both in the Commission and in the Plenary, recalled that the refugee requests of people of this nationality went from 200 to 23 thousand, which Campbell justified in that 80% of those requests are from Nicaraguans who already lived in the country.
The chancellor reported that this declaration is not a political issue, but is decided by an inter-institutional commission through a protocol, which allows the National Emergency Commission (CNE) to address the situation.
