Chief of Plans and Operations of the OIJ will be the new Minister of Security

Michael Soto, Chief of the Office of Plans and Operations of the Judicial Investigation Agency (OIJ) will be the new Minister of Public Security, according to a source close to this process who wishes to remain anonymous.

Soto, who has 26 years of experience in the OIJ, holds a law degree from the Universidad Santo Tomás, a degree in Criminology from the Free University of Costa Rica (Ulicori) and a master’s degree in Public Administration from the Central American Institute of Public Administration (Icap ).

The Chief of Plans and Operations was in charge of several drug trafficking cases of great impact in the country, one of the most recent was the dismantling of Marco Zamora’s (aka “El Indio”) gang.

In this office, Soto is in charge of 300 people distributed in 12 police units at the service of the OIJ and focused on the functional support of the police headquarters.
