CNE fund loses millions

The National Emergency Commission (CNE) could be suffering millions of losses due to mismanagement of the National Emergency Fund, concluded the Office of the Comptroller General of the Republic (CGR).

The main source of income of this fund, used to meet the emergencies facing the country, is a 3% tax on the profits or surplus of each economic period contributed by institutions of the Central Administration, the Decentralized Public Administration, and public companies.

However, a recent report of the CGR concluded that the Commission does not even have certainty of the amount of institutions that must pay this tax. In addition, the CNE registered a weak collection management of the set tax. The institution does not have an annual resource investment plan and simply determines monthly needs and decides at that time if the securities are redeemed or reinvested.

Therefore, the CGR ordered that the CNE determine the institutions that should be taxed and do not comply with this obligation and apply the administrative collection procedure.
