The former vice chancellor of the Republic, Gioconda Ubeda Rivera, took office as the Costa Rican ambassador to Panama.
Ubeda presented her credentials to Panamanian President Laurentino Cortizo Cohen, in the presence of Foreign Minister Alejandro Ferrer.
Ubeda reiterated Costa Rica’s wishes to deepen relations and strengthen cooperation in trade and agriculture, migration, security, interconnection, and others to be addressed at the next meeting of the Binational Cabinet that will take place in the first months of 2020.
The new Ambassador is a recognized official in the Foreign Ministry, as she is the legal director of the Yellow House from where she represented the State in important international human rights litigation.
During the Oscar Arias government, she was ambassador to Mexico. She has also been an ambassador in Argentina (2016-2019). During the period 2010-2013 she was General Secretary of the Agency for the Prohibition of Nuclear Weapons in Latin America and the Caribbean (OPANAL).
In the academic field, she has been Professor at the University of Costa Rica in the Chair of Public International Law and in International Humanitarian Law.
