In spite of the pressures, the Government and the Administration Commission rejected the motions, most of them presented by legislator Rafael Ortiz through article 137 of the Legislative Regulation, that intended to include other dirty automotive technologies in the package of exonerations that Bill No. 19744 grants to electric vehicles.
Legislator Marcela Guerrero, who proposed the project, declared that the commission keeps supporting the original text that had unanimously been passed in April 2016.
Hybrid vehicles do not need any more exemptions than the ones they already have: they only pay 10% out of the 30% of the selective consumption tax paid by all vehicles. That is why we have decided to keep the project only for electric transportation,
declared Guerrero.
The objectives of the initiative are to reduce fossil fuel consumption and to promote the use of zero-emission technologies.
The bill on Incentives and Promotion for Electric Transport benefits electric vehicles by exempting them of paying 100% of the selective consumption tax, 100% of sales tax, it eliminates the 1% tax on the Value Added Tax. In addition, they won’t have to pay the vehicle onwership tax (excluding insurance and fines) for the first five years and they will not have to follow the Vehicle Restriction schedules, they will not pay parking meters and they will be able to park in the so called “blue parking”.
