Two unions accused the executive president of the Costa Rican Electricity Institute (ICE), Carlos Obregón, for alleged embezzlement before the Public Ministry.
The action was filed by Sergio Olivares Segura, president of the National Association of Technicians and Workers of Energy and Telecommunications (Anttec), and Mario Chin Rosales, president of the Trade Union Association of Industrial Employees of Communications and Energy (Asdeice).
According to the facts, Obregón had German Calderón Lobo, lawyer of the institution, to represent him legally in a personal complaint filed on October 21st, 2015 against Julio Muñoz, legal representative of Anttec, and deputy Jorge Arguedas, from Frente Amplio.
The ICE leader sued the two before the Fourth Civil Court of San José for the disclosure of a video on YouTube and in the institutional email, in which he accused Obregón of being “the leader of the corrupt upper management of ICE, using the entity for business.”
The trade unionists allege that Calderón Lobo is a lawyer with exclusive dedication in the Legal Department of ICE.
They maintain that the hierarch “has used the human resource paid by the institution in an abusive, improper manner and for his own benefit” and that this has caused an economic loss to the entity.
The plaintiffs offer as proof Calderón Lobo’s electronic schedule card, according to which since 2015 and to date he has been absent from his work as a full-time ICE professional for 329 days.
ICE rejected the charges that the trade unionists attribute to Obregón.
