New Attorney General shakes up the Public Prosecutor’s Office

Emilia Navas, the new Attorney General, appointed after the suspension of Jorge Chavarria, shook thing up at the Public Ministry upon her arrival.

Navas, who minutes after being appointed promised she would do “what must be done,” began her duties with a series of changes in the structure of the Office of the Prosecutor. With the modifications, she seeks to establish a team to investigate not only the “cementazo” but analyze other files such as Soresco, Crucitas, Route 27, and millions of dollars related to the former president of Peru, Alejandro Toledo.

In parallel, the Judicial Inspection opened a case against Francisco Fonseca, Second Deputy Prosecutor against Organized Crime, who until recently was Jorge Chávarría’s right-hand man.

The Inspection investigates Fonseca as he asked at the end of August to be assigned an Assistant Prosecutor of the Fraud Prosecution as well as opening cases related to the cementazo. Those files were nothing more than covers without any content.

Navas said that those files were opened without saying anything to her, even though she was the top ranking officer of the Fraud Prosecution. Moreover, when she asked for explanations of why they had proceeded that way, she received a call from Jorge Chavarría ordering her not to interfere in anything related to the so-called cementazo case.

Last Tuesday, the new Attorney General held a meeting of the Fiscal Council, made up of all Deputy Prosecutors, in order to communicate the changes to be implemented.

Navas completely changed all the staff of the Attorney General, from the secretaries to the prosecutors. Only Juan Carlos Cubillo remained, who is in the position of Third Deputy Prosecutor, and the press officers.
