Officials avoid responsibility for cementazo report

The commission that investigated the expiration date for legislators to file appeals to the report of the Attorney General in the case of cementazo -which favored former president Luis Guillermo Solís- held a meeting.

Last Tuesday, the legislative forum approved the call to hold accountable the members of the previous legislative Board, including Enid Padilla, secretary of the Board of Directors, and Antonio Ayales, administrative director of the Legislative Assembly.

Padilla on the other hand assured that while she had in her hands the envelope that contained the document, it was closed.

The document expressed -textually- the indications to be followed, among which the envelope contained confidential material and therefore had to be delivered sealed. I never saw that letter, I just signed the one received and at 9:00 am I handed it over.”

Ayales indicated that he received a copy of the document, but never had the opportunity to be in contact with the original, as he had been out of office for several days and resumed his responsibilities on April 30th. He also mentioned the document was not read during a meeting with PAC legislator Carmen Quesada and former president of the legislative assembly Gonzalo Ramírez, and clarified that when the document arrived at his office, two pages were missing (# 10 and # 16).

The letter in question was delivered to Padilla, who gave it to the legislative directory to go through the necessary procedures to reach the president of the moment. Then, the three-day deadline began to run from April 30th, and ended on Thursday, May 3, when Hidalgo was already taking power in the legislative assembly.
