The director of the Judicial Investigation Agency (OIJ), Walter Espinoza, and the Attorney General of the Republic, Emilia Navas, criticized the draft law of extinction of domain ruled by the Security and Drug Trafficking Commission.
Some of the strongest objections were against the exclusion of corruption offenses within the new regulation, so there would be no way to recover public assets that ended up in the hands of third parties.
The spirit of the law is to hit organized crime, but the legislators did not contemplate crimes such as corruption, illicit enrichment, child pornography, fraud, and hired killers.
Guillermo Araya, director of the Costa Rican Institute on Drugs (ICD), joined the critics and explained that the rule was weakened and it was better if it wasn’t approved. The three leaders agree that the project is inoperable and even describe it as useless, since it is limited to drug trafficking and has legal loopholes.
The dictated text was approved by Zoila Volio (PIN), Jorge Fonseca (PLN), Pablo Abarca (PUSC), Gustavo Viales (PLN), and Eduardo Cruickshank (RN). Only Víctor Morales (PAC) opposed.
