Plan to surmount obstacles for 15 roadworks

If the Legislature approves a law to activate emergency mechanisms to implement roadworks in shorter terms, the obstacles tied to 15 major infrastructure projects will be removed immediately.

The proposal by legislator Mario Redondo would authorize the Ministry of Public Works and Transport (MOPT) to resort to an emergency procedure referred to in Article 80 of the Public Procurement Act, which states that the government can be dispense from all the formalities of recruitment procedures in cases of emergency.

Therefore, all the institutions involved in the roadworks will be obliged to prioritize them.

The proposal also includes a sanction of 1 to 12 basic salaries for public officials in cases of proven negligence, incompetence, fraud or unreasonable delay in the execution of infrastructure works.

The MOPT would be required to submit a bimonthly report on the progress of each roadwork to the Supervisory Board of Public Income and Expenditure of the Legislature.
