Franggi Nicolás, from the National Liberation Party, will accuse the Costa Rican Ambassador to the United States, Fernando Llorca, before the Prosecutor’s Office for the alleged crimes of embezzlement, perjury, and ideological falsehood.
This Thursday, the director of the Foreign Service, Lina Ajoy, mentioned before the legislators of the Public Expenditure and Income Committee that Llorca testified there was no open criminal trial against him, in order to comply with the requirements of Article 18 of the Regulations of the Foreign Service Statute, which establishes the requirement of not having pending criminal cases to hold the position.
However, Nicolás says that Llorca lied, since on August 25th, a date prior the issuance of the affidavit with the testimony, he had a criminal case opened against him for embezzlement. So Nicolás is demanding the immediate dismissal of Llorca.
I will present a list of facts before the Public Ministry as soon as possible, but I urge the president to stop dragging appointments of people who do not meet the requirements and I ask him to remove Fernando Llorca,”
stated Nicolás.
In addition to Fernando Llorca, Sonia Marta Mora, ambassador in France, faces a similar case.
Llorca was Minister of Health and President of the Costa Rican Social Security Fund, while Mora was the Minister of Education in the last administration of Luis Guillermo Solís. None of them have diplomatic experience.
