President will not meet his main challenges for 2016

The main challenge presented by president Luís Guillermo Solís to approve new taxes before the pre-election year will not be reached this year. However, Solís is keeping his position in his speeches and statements: he is pushing for taxes.

In addition, the issue regarding the budget of the Republic monopolizes the entire month of November. As a result, after that discussion, we need to deal with the fiscal rule and the VAT.
