Pedro Muñoz, from the Christian Social Unity Party (PUSC), presented a bill to create the Registry of Space Objects under the National Registry. The initiative aims to provide greater legal security to that industry.
We need to promote actions and structures that foster spatial development, an example of this is the satellite created by the Central American Association of Aeronautics and Space (ACAE), together with other national partners, called the Irazú Project, which was launched into space on April 2nd with great success, making Costa Rica a pioneer of space development in Central America,”
said Muñoz.
He recalled that this is an industry with high added value that represents a valuable opportunity to strengthen national institutions and competitiveness in the face of the enormous potential of science and technology today.
The new legislation would be covered by the accession to the Convention on the Registration of Objects Launched into Outer Space of the United Nations (UN), of which Costa Rica has been a part since 2010.
In this international instrument, the country committed to register any space object launched or whose launch is promoted by it, or that is put into orbit from the national territory.
Muñoz stressed that the implementation of this new legal framework will take into account the current national and international regulations. The proposal would amend subsection c, article 2, of the Law of Creation of the National Registry, in order to include the term spatial objects in the scope of registration corresponding to the subject of movable property.
