A new bill aims for all sessions from any entity of public administration, such as the boards of institutions, to be made public.
The initiative, presented on Wednesday by legislator Epsy Campbell, from the Citizen Action Party (PAC), would require all entities to transmit its sessions by any electronic mean available.
But it excludes the meetings of the Governing Council.
The proposal aims to ensure transparency in the institutions of public administration.
Private sessions have helped to avoid transparency, to make shady agreements against the public treasury and increase corruption,”
said Campbell.
According to the legislator, a true commitment for an open government, with accessible information, is essential to guarantee the necessary citizen and political control.
The bill states that private sessions may be authorized, but only in cases of discussions on industrial and commercial secrets or absolute confidentiality issues, and by a unanimous vote of the members of the boards.
When asked the reason to exclude the Governing Council, the legislator replied they are dealing with security issues and other issues that might limit decision-making processes for the President and the Council, if included in such a narrow space.
The initiative also states that institutions should publish all public information.
