Rolando González denounced INDER director

Rolando González, Partido de Liberación Nacional (PLN) member, denounced the CEO of the Institute for Rural Development (INDER), Ricardo Rodríguez to the Office of Public Ethics due to the appointment of head of Human Resources of the institution Gustavo Briceño.

González argued that Rodríguez violated Article 192 of the Constitution, according to which “public officials shall be appointed on the basis of proven suitability”. According to Gonzalez, that did not happen.

On Thursday, the legislator stated that Rodriguez appointed Briceño on June 22nd, 2015, although trade unions objected the decision because of his behavior in public administration.

According to González, Briceño served in the National Concessions Council, where he received a bonus that was not authorized. In addition, he was promoted to office without meeting the requirements.

The Ministry of Public Works and Transport (MOPT) dismissed Briceño for those reasons. The decision was later endorsed by the Administrative Tribunal of Civil Service.

However, Briceño resigned and claimed his labor rights, and he was then appointed at INDER.
