Technical report recommends postponing tax plan with motions

A report of technical services of the Legislative Assembly made two recommendations after a consultation by legislator Erick Rodriguez on the bill of strengthening of public finances, known as fiscal plan.

This arose based on the proposal of the National Liberation Party (PLN) to pause the initiative, or the National Restoration Party to return it to the Special Commission for Fiscal Reform. Both with the interest that the government and the unions complete the dialogue successfully.

On pausing, the report indicates that there is no mechanism to “freeze it”, however, the legislative tradition has established the so-called “postponement”, which must be approved at each session in the Plenary by motion for the specific case of the project 20,580.

Regarding the proposal to return it to the Commission, the legislative department indicated that this could be done through article 154 of the Regulations of the Legislative Assembly (RAL).

It should be noted that if the project is returned to the Special Commission, an amendment to motion 208 bis will necessarily have to be made, since upon the issuance of a new opinion, the possibility of presenting motions on the merits in the terms of article 137 of the RAL, requiring to regulate again the special rules for these motions,”

indicates the report.

On that, Rodríguez believes that returning the project to the Commission would almost imply its “death”, which makes the possibility of postponing a motion each day for a week more feasible.
