The Constitutional Chamber: “the draft amendments to the Traffic Law are not unconstitutional”

The Constitutional Chamber declared that the draft amendments to the Traffic Law on Public Roads and Road Safety, approved by the Legislative Assembly in first reading on January 30th, are not unconstitutional.

That was the magistrates’ answer to a query raised by a group of 17 legislators, led by Rolando González, from Partido de Liberación Nacional (PLN), who had doubts about the application of the 306,850-colón fine for making noise or for the emissions of gases, smoke or polluting particles that exceed the established limits.

Legislators feared that the penalty would apply to drivers who are not the owners of the vehicles.

The bill can now be voted on in second reading by the legislative plenary.
