With 42 votes in favor and 1 against, the Congress approved, in a secod reading, the law authorizing the development of public works through trusts.
The initiative, proposed by legislator Humberto Vargas, allows the Ministry of Public Works and Transport (MOPT) and the National Council of Roads (CONAVI) to set up trusts of public interest with the State commercial banks to plan, design, build, operate and maintain transport infrastructure.
However, it excludes the Costa Rican Railway Institute (INCOFER) because the mechanism was incorporated in the law to strengthen the entity, approved last year.
To obtain financing, the trusts will be able to access private and public financial resources granted by national and international entities through the necessary financial mechanisms.
