President Luis Guillermo Solís’ goal of having the National Investment Plan for the areas affected by Hurricane Otto on January 15th won’t apparently be fulfilled because several institutions didn’t finish their reports on time.
Solis asked to reduce the time from 60 to 30 days so that the National Emergency Commission could set a plan and define the amounts that will be needed to rebuild Upala, Bagaces, Las Barras and other areas affected by the hurricane.
To make this a reality, institutions had to submit their reports before December 31st. However, it didn’t happen because of the lack of staff.
It is expected that the reports delivery doesn’t exceed the 60 days required by law in order to define the emergency decree.
At this time, the affected areas are relatively calm. Authorities are enabling paths, as well as providing humanitarian aid and cleaning riverbeds.
